Yes, actually, it is rather important.  For TV and cable, it's the
difference between displaying the complete text message (as the emergency
manager intended) versus a minimally informative conventional EAS message.
And folks in the radio industry have argued for the difference in audio
quality from first-gen audio in the CAP message resource.
