Mike,
Our SECC issues waivers for our state, and then keeps the FCC apprised by posting all updates to a Monitoring Assignment Waiver Appendix to our State EAS Plan. The FCC is approving these waivers in approving our State EAS Plan, and accepting the necessary updates to this Appendix sent to them.
In order to make our waivers evergreen, we have started including the Facility ID of the station receiving the waiver as well as the monitored station, so these facilities can still be identified after any future call sign changes.

No doubt and that's in progress. It's after that step is completed which
they're wishing to complete the circle so that when, not if, they're
inspected, a DC paper trail exists showing the waiver is affirmed with
what ever conditions are agreed.
That's at least what we did.
