Bill,
This is the same issue as was encountered last year. The FCC rules
in 11.51 require immediate relay of EAN and NPT. Sage, and others,
have asked to FCC to rule on if delays are permitted in this case,
Sage has asked that a technical committee determine the proper
methods and timeouts to look for a CAP message (on a variety of CAP
servers or one-way transmission methods), among other issues.
In the meantime, immediate is immediate, and Sage therefore doesn't
currently offer a method of delaying alerts received from one source
in favor looking for, or waiting for, alerts from a different source.
Based on FEMA's recommend poll time of 30 seconds and header length
of a typical message, you'd expect to see a 50% chance of seeing one
or the other, which is close to what was actually seen in the 2016 test.
