[EAS] New Message Type?

CAP has a field that lets a message be identified as an Actual alert, an Update or Cancel of a previous message, or a System-internal message.  EAS doesn't really provide a cancel capability, but EAS boxes that receive a cancel for a previous alert should stop processing it.
