How many states are in this boat?

Unfortunately we do not have a state association in RI.  We don't even have
a State EAS Plan (although I'm told they're in the process of finally
writing one).

We have Brian, the CE at Cumulus who owns our LP1. He's great, don't get me
wrong. Nice guy, solid engineer.  But he's more or less trying to do all the
EAS himself on top of the 1000 other things he's got to do.  So far RIEMA
has been exceedingly unhelpful; I can't get anyone there to return my calls,
and they're mostly cops so going above their heads to a superior officer is
a bad, bad idea.

(shrugs)

Oh well.  I guess we play it by ear.
