Read Section 3 of the Bill and that's what I'm referring to.
Then review the Stafford Act Section 428 on FEMA's role in it shall not
"deny or impede access" to what the Act refers to as "essential telcom
provider" services. This instant Bill is prescribing to add broadcast
radio and TV to it's list of defined essential service providers.

Now whether FEMA acts on this is another story. But I would welcome some
minimal standardization of credentialing to insure engineering and
technical types are not unreasonably impeded or denied access to their
studios and TX sites. Illinois' program is a farce compared to Wisconsin
and most other states.
