That's very interesting, Bob.  CAP doesn't presently have a mechanism for describing a raster, which means having to approximate it with a bounding vector geometry like a polygon.  

Does NOAA have a standard notation for representing a "gridded" area?  It might be time to start thinking about incorporating that into CAP Area blocks.  (Of course we can extend CAP with pretty much anything as a Resource, but that's in the context of an Info block.)

And the verbalization of grids is definitely a problem, as it is with geometries.  We're wrestling with this right now in the Earthquake Early Warning program... it's not hard to present that information on TV, but radio is a different situation.
