Well, XML does stand for "eXtensible Markup Language"... not that CAP has always to be encoded in XML, but that's the most common usage. So stretchiness is certainly a virtue CAP embraces.
I should warn you, though, that Harold Price recently described CAP as a pair of cargo pants, wherein decisions still sometimes must be made as to what to put in which pocket. Personally I think that situation usually arises where back-compatibility is a concern... e.g., in the CAP encoding of messages bound for EAS or NWR... but I can't deny it's a vivid and apt way of saying it.
And of course some cargo pants do have elastic waistbands, so the two metaphors aren't mutually exclusive.
