And, I will add, if your tool is a hammer everything looks like a nail.

What really needs to be done is to identify exactly what emergency 
information needs to be provided to exactly what part of the 
population.  Do this without describing any technology; existing, 
proposed, or fantasy.

This probably will identify several different kinds of information 
and several different kinds of population.

But when this is done carefully, accurately, and without prejudice, 
the solution (solutions?) should become obvious.  I predict it will 
not be ONE SIZE FITS ALL.
