[EAS] Multilingual WEA alerts and stuck WEA alerts

Santa Clara County, California has been sending WEA heat alerts in 
multiple languages: english, spanish, and vietnamese.

It looks like WEA still has problem with stuck alerts.  Some people's 
mobile phones are getting three alerts every hour for the duration of the 
WEA alert. In this case every hour or so, 24-hours day-and-night. Its 
still not clear if this is a software quirk in the mobile phone or some 
quirk in the wireless carrier network. It doesn't happen on every 
network, or every phone, or every time: so its not a problem on the alert 
originator side.

issue for URLs included in alert messages

Eventually, the number or URL requests slowed down and the Santa Clara web 
site was able to catch up.
