Yes, they have that, but actually, China is also building its own national
alert system, apparently borrowing liberally from "IPAWS".  Including their
own version of an EAS encoder/decoder (they had a cute different name for
it), plus WEA-style alerting, sirens/PAs and billboard/digital signage.
