I don't know.  Air raid sirens seemed to be able to alert everyone who 
wasn't deaf?
I recall one time out for a hike in the woods in a rural area in SW New 
Hampshire.
About 45 minutes into the hike we could hear multiple distant sirens 
wailing and so
decided to beat a hasty retreat back to civilization.  It turned out to 
be a fault in
the siren warning system for the local nuclear power plant.  But it sure 
got
my heart pounding and my feet moving.
