Yes I understood that is what he probably meant - but the point is that FEMA
IPAWS OPEN is THE source for CAP messages for purposes of EAS - whether from
NWS or state sources. NWS needs to fix their issues to fully participate in
EAS. And that's a problem.

If I may -I believe what he meant to say was that EMERGENCY traffic (like a
nuke, not a weekly test) coming from FEMA doesn't seem to come across
daily.... or if it does - we certainly have never seen it on our end. For
that matter - the few times when FEMA Should have used EAS (like
9/11)...they didn't. So from that standpoint - I agree that emergency
traffic may not come from FEMA for several years.
Now non-emergency traffic, or traffic from other than National sources - is
a horse of a different color.
