Dave makes an excellent point about using CAP for multi-lingual alerts from NOAA. We can--we will go years without getting any actual emergency traffic from FEMA. Some areas have special regional alerting systems where, for example, a chemical plant will directly notify a regional station that could generate an EAS alert. But that leaves 90% or better of our emergency traffic coming from NOAA.
BUT--that kicks the political ball back into the government's court. Requires money to be spent to hire bi-lingual employees. Requires training said employees to work a CAP encoder. Much easier to waive around reports that "98% of the U.S,. broadcast stations only run English language alerts. We need another mandate from the FCC to force these greedy operators to solve this problem."
