The multilingual order, and the small business advisory the FCC sent out last month, are attached.  Note that there is a bit of a discrepancy on the "due date" -- The order was to take effect one year after Federal Register publication, which was Nov. 3, 2016, but the small business advisory says Nov. 6.  I'm planning to go with the earlier date, just to be on the safe side.
