Good idea to coordinate this with the local NWS... but the blanket answer to the how-to-do-it question is IPAWS. California has an informational website on the topic... calalerts.org.

Since tsunami watches and warnings are a National Weather Service
function (TSA & TSW) I suggest you have the Sheriff contact the warning
meteorologist at the local NWO to see what to expect in such a situation.
