I saw that too. The question is whether the plaintiff's will take the matter
to the entire panel (en-banc).

What does this do to stations needing to report their multi-lingual
operations to their SECC by the end of this month?

And can someone point me towards the R&O which calls that out?  Management
isn't believing me.
