Z88 in Orlando (WPOZ) originates Hurricane watches and warnings outside 
of the NWS.  Also has first class severe weather reporting.

It doesn't happen often - see the Guam tsunami of a few years back, when the local broadcast station issued an alert because officials refused to act - but it's an important fall-back in case other dissemination channels have failed.
