Paul,
I fully understand and do not quarrel with your efforts.
It takes a lot more than one man to do what you did, or many others are doing.
It is the *&(#$& dichotomy of broadcasters being "required" to voluntarily cooperate, while the EMs can only be begged. It takes a strong local community of broadcasters and public safety people to make it work. The feds are only interested in the EAN, and there is the rub.
Never would I suggest I had THE answer. I only can see what works and what doesn't from all the folks, like yourself, who pass on local experiences - and those that I have personally experienced, including the 1983 flood that almost consumed Tucson (question: when a major rush of water is close to flooding streets, should not EAS be used?). Controlling information, for any of a number of reasons, is usually the local problem. I have long advocated that the ownership and programmers of stations need to be involved - as a community-based effort - or all the efforts of the tech folks will fade, as surely as bureaucrats change positions. Someone - not you - should have kept that contact list up to date and shared it periodically. It would not have cost much ... especially if the community all shared the burden.

If I were still active on a local level (aside from
hosting an EAS mailing list for the Southern
half of the state - which is very low traffic), I
have learned from many folks what is possible,
and what it takes ... to get EVERYONE involved.
Too bad, it is far from the goals of most overly
automated stations.
