An interesting thread - A bit of history from my position - 

> I was arm-twisted to chair a committee to organize Washington States EAS
efforts at the start of EAS 

> Now, over 20 years later, I am still chairing the SECC

> I have tried to quit - and have discovered that I must die first.

> I do not serve at the pleasure of the FCC - I serve at the pleasure of the
EAS Participants in Washington State - PERIOD!

> Each state as unique needs and considerations and this should come first.

> The FCC would - like- for there to be SECC's, but they have no authority
to force a state, or anyone else, to form one.

> I would love to be paid for my services, retroactive to 20 + years ago
would be nice.

> Our SECC is made up of a mixture of government and industry participants
(that do get paid) and those of us that do not.

> The portion of what we do that is related to FCC needs has continued to
diminish with time.    

> The term SECC may well go away in this state.   We have a committee that
has a Survey Monkey out now working on a new name.

Nope.  At least here in California, we still have folks who'll perform
public service voluntarily.
