All Federal agencies are considered Executive branch, so they have power to enforce the law. They have limited ability-- granted by Congress to interpret the law, but when their ability is exhausted, it becomes a Judicial matter.

And the Federal agencies create rules, not laws. Only rules backed up by laws may be created.  They are enforced differently, although to the end user, laws and rules look about the same.
