Front page headline San Francisco Chronicle, today, Thursday October 12, 2017:

"Wireless Warning: As the fires began Sunday, officials considered 
sending a mass cell phone alert, but didn't"

The full article is not on the SFGate website yet but it should be 
required reading.

The fires continue to burn uncontained.  Many other areas are being evacuated.
