That's right... the polygon is a series of lat/lon points... with the last coordinate being the same as the first to close the loop. (Note however that not all systems use lat/lon order, occasionally you'll find one that uses lon/lat, just to keep us on our toes.)

As I recall, polygons use GIS coordinates data which then compares against
county GIS boundaries on record to define which counties are included in a
given product.
