Yep, the bulk of the science of public warning... and yes, there is quite a lot of it... has to do with human factors. Unfortunately one of the human realities is that people rarely act on a single warning message unless they can corroborate it from their own observation. Otherwise it generally takes two, three or even more "impressions" of a warning message to get people moving. But it only takes one to get people complaining.

I think that we're at times too close to the subject and an outside opinion helps us understand what users really want or need.
