Perhaps I missed something, but for this NPT, I received it first from 
the LP2, it was relayed to the air in 6 seconds (note: this is at 5 
different stations). Then depending on the station it was received from 
the LP1 and CAP.  All sites received the message from 3 sources (LP1, 
LP2, CAP) within 2 minutes, except for one station that had lost their 
FM antenna in Irma. The NWS "All hazards" was a no show as usual.

My take away, I don't care which one comes first it came and went like 
it was supposed to, I'm happy.

Now let it be a real emergency and we'll see what happens. It seems we 
are more concerned about sending a test than an emergency message. Why 
else would we put the priority of a test message above that of an actual 
emergency message. Since there are no delays on NPT's and EAN's they 
should go right away. Now that tornado warning, lets hold it until the 
next break in 15 minutes.
