[EAS] Disputed alert system gets upgrade after Wine Country fires

Bill--
Did anyone ever ask Sonoma County why they ignored the fire until it got big
enough to threaten homes and people? As I understand it, the fire broke out
around 10 PM. Officials should have been aware that the forecast called for
the winds to pick up overnight and been more prepared to deal with that
situation.
