Clay, I suspect you of a bit of hyperbole. Nonetheless, I'd invite you to examine the two (albeit somewhat extreme) possibilities you mention:

And tell us, Clay, seriously... which do you see as more likely to happen in 21st century America?
Personally, I think a more moderate path is possible. Distill the essential elements of an integrated public warning system... sender and message authentication, a standard of practice, flexible geographic delivery, and a universal interface that can link with WEA and local warning systems (and even to broadcasters if they want to play)... specify that architecture for the National Warning Grid... and then let technology and the market produce whatever miracles they will.
