I think we see the same shortcomings with FirstNet.

However, private p2p networks can be built and operated, particularly in
more rural areas, feeding one or a couple stations over short distance for
lower cost than a mesh network.

The point I'm trying to make remains that EMS comms must be interconnected
by "private" wireless and not through common carrier wireline.
