If you were, as I was, around during the whole EBS thing, you recall that
the vulnerability of the Daisy Chain made it a lightning rod of criticism.
Yet when EAS was born, the FCC embraced it (as if their ears were plugged
the whole time) and the broadcasters did the same. Washington State's
approach to EAS was thought of as being radical and weird.

I think the entire EAS concept is a victim of excessive bureaucracy. It
would be better to separate functions. For an EAN event the protocols and
daisy chain should be preserved. For local alerting the 'duck farts' don't
accomplish much. A daisy chain is really not needed in such cases.
