They simply argued economics and nothing more.  The multi-lingual EAS
matter isn't materially significant to the matter given EAS's supposed
"automated" role.

Now...they can't have in-house translation if there is no staff to
translate.  (The cake and eating it too paradox.) So they're basing their
position on AHJ's creating the messages for CAP distribution.  Kind-of
funny if you ask me given the current political climate in DC...
