It's not like only one person was responsible for this violation. Someone
wrote the commercial to include the EAS tones. Someone produced the
commercial with the EAS tones. Several someone's heard the commercial with
the EAS tones on the air. Obviously, a lot of someone's were unaware of the
rule banning EAS tones for anything but EAS. The station staff definitely
needs a plan to educate everyone about EAS tones and to make sure that any
new hires know from the start that they can't use EAS tones in commercials.
Apparently they don't teach journalism/broadcast students about EAS and the
misuse of EAS tones.
