[EAS] $55K fine for misuse of EAS tones

EAS tones included in a commercial spot . $55,000 fine and implement a
compliance and reporting plan.  

 

EAS (or EAS like) tones followed by an announcement that "This is an
emergency broadcast transmission. This is not a test. This is an emergency
broadcast transmission. This is not a test. Please remain calm. Seek
shelter."
