[EAS] Quake Early Warnings in Jeopardy

The president's budget can remove items.  And Congress (power of the purse)
can put them right back into the Federal Budget, as I would expect from the
elected reps of the West Coast.  Personally, I don't think it's in jeopardy
so much as caught up in that spasmodic tango that's going on between the
Hill and the WH.

Trump's budget has already met Congressional pushback from both sides of the
aisle, as the Hill reminds the WH about that thing called "separation of
powers".
