Several state Blue Alert plans do in fact include a criteria that a suspect
poses a risk to the public.
And then there is also the argument frequently made that any suspect
dangerous enough to take out a LEO is by definition a extreme danger to the
general public as well (whether that argument is an example of onus probandi
and/or false equivalence is beside the point ... it's a premise in this type
of debate among many legislators/policymakers).

I'd like to step away from the minutiae of Event Codes, message formatting,
ENDEC configuration, etc., and return to the basic issue of Blue Alerts.
1. AMBER Alerts are meant to save the lives of children, and time is always
of the essence.
