That's a bunch of crap. Speaking as one who was under 1 mile from the attacks and witnessed the attacks, broadcast was not disabled. Almost no radio stations were affected (none that counted). TV had direct feeds to cable which covered about 70% of the market so most people noticed no disruption and then there were still a number of TV stations on air from Empire.
Regarding EAS plans etc, to my knowledge NYC has NEVER as of 2017 issued an alert of any kind and in fact has difficulties distributing RMTs.
