[EAS] Blue Alerts Are Back

LEW has been used here a several times recently, each one by mistake. In a
couple of cases, agency involved was sending AMBER Alerts and meant to use
CAE. In a couple other cases, they used LEW for Silver Alerts. Kids and
seniors all safe and back home which, I guess, shows that it's not the code
or the colour, it's the message. The agency has had some serious re-training
for both AMBER and Silver Alerts. In Nevada, Silver Alerts go to a media
list and telephone notifications but not EAS.
