This points up a fundamental flaw in the whole way we are approaching emergency notificaltion.
As technology gets more complex, emergency alerting has gotten more complex. Complex systems can fail in complex ways-- for example, look at the findings as why the Schiperalli Mars lander crashed. An unusual condition caused a whole cascade of unexpected failures.
My feeling is for emergency alerts to be truly useful they must 1.) Be used for truly emergency events 2. Be restricted to a few types that are easily recognized by most people, 3.) Are disseminated by a simple system (that said, geotargeting has some very big advantages, but is also very complex) and 4.) Provides enough useful information that will allow people to take meaningful action without stopping to find a second source.

I think it's also possible that if a phone is roaming and switches between one carrier and another it may not recognize an ongoing alert as one it's already seen.
