[EAS] Blue Alerts Are Back

Stand by while I get on my soap box.

EAS - EBS - CONELRAD was designed as a WARNING system.  For the 
President to tell us to kiss our a**es good bye.  It was NEVER 
designed to be a Public Information System.

It works reasonably well for some other time critical emergency 
events like the big vacuum cleaner that comes out of the sky.

Here on the Left Coast it tends to be thought of as the Earthquake 
Alert System but Mother Nature has a very powerful way of letting us know that.

I learned from a very knowledgeable public information specialist to 
keep warning and information completely separate.

Blue Alerts are not warnings.

I will now step down and return you to your normal programming.
