[EAS] Blue Alerts Are Back

Mobile phones must include a separate, distinct options for the public to 
disable extreme/severe alerts versus amber alerts.

Should Blue Alerts be grouped with Amber Alerts, allowing the public to 
turn them off?  Or should Blue Alerts be grouped with other extreme/severe 
alerts on mobile phones?

If Blue Alerts use LEW, they would be grouped with all extreme/alerts on 
mobile phones.

If Blue Alerts use a distinct category, they could be grouped with Amber 
alerts or some other option the public could disable on mobile phones.

Its not limited to EAS anymore.  WEA is probably the more important 
public alert system now.
