Guess what? Someone says FEMA has put copyrighted items
in IPAWS. EnvisionIT LLC  claims 5 patents are in use Broadcast alerting message aggregator/gateway system and method.  Sound familiar?
 
Patent 8,438,221 is titled Broadcast alerting message aggregator/gateway system and method.  
 
Patent 8,103,719 relates to geotargeting messages (alerts) over a (cell) broadcast system.
 
Patent 7,693,938 relates to an alert message broadcasting admission control system and method.  Again, a 2005 patent that looks a lot like what WEA evolved to be several years later.
