[EAS] Attention signal on an RMT

RMTs have an audio message, thus must contain the Attention Signal.

Testing is covered by 11.61, and it specifies the Required Monthly Test
includes all of the following: EAS header codes, Attention Signal, Test
Script and EOM code.

EAS participants must transmit at least one message (i.e. a RMT or another
full EAS message under 11.61(a)(4)) each month containing all four items
to be compliant with the testing requirements in 11.61.

Except 11.61(1)(i), allows EAS participants with decoder-only EAS
equipment to transmit only the monthly test script.  In practice, all
decoder-only EAS equipment sold includes all four EAS message parts when
relaying monthly test messages. But the exception exists.

More likely, the missing Attention Signal in a monthly test is a
configuration mistake by the station.  Let the station know about the
missing attention signal.
