[EAS] Rochester Station Offers to Charge Cell Phones

CNN and other news media satellite trucks have been charging cell phones 
when they roll into an area for many years.  I recall Rob Marciano doing a 
story during a hurricane in 2012 about their truck logistics including how 
long to allow each person, and attaching the outlet strips on the side of 
the truck.

Of course, cell towers may have limited or no backup power.
