[EAS] Resolved- Nationwide AT&T Mobility 9-1-1 outage

These are just the alerts sent using WEA or EAS/NWS.  There were also many 
twitter, facebook alerts as well as subscription based alerting systems.

Washoe County, NV - three attempts to send a WEA/EAS message

 	Civil Danger Warning (CDW)
 	911 pronounced as Nine Hundred and Eleven
 	First combined EAS and WEA sent as a "Severe" severity and 
telephone numbers as digits
 	Second WEA message (not EAS) sent as an "Extreme" severity and 
telephone numbers as digits
 	Third WEA message (not EAS) spells out "nine one one" and partial 
phone number "three three four 2121"

State of New York - all clear message

 	Local Area Emergency (LAE)
 	Spaced out 9 1 1
 	Disregard previous message

Douglas County MN - via National Weather Service

 	911 Telephone Outage Emergency (TOE)
 	Spaced out 9 1 1

State of West Virginia - via National Weather Service (multiple)

 	911 Telephone Outage Emergency (TOE)
 	Spaced out 9 1 1 - call alternate number/use alternate phone

Benton County IA - via National Weather Service

 	911 Telephone Outage Emergency (TOE)

 	A different 911 outage.  This affected landline telephones in 
Urbana and Shellsburg, so the advice was to use a cell phone or alternate 
emergency number.
