Do they find Civil Danger Warning more or less scary than Civil Emergency
Message? Or Unknown Warning?

Basically all the coded translations have issues.  Wave the magic wand and
upgrade all systems to full text, audio and video alerting.

Given that magic doesn't exist, among the codes available since the
begining of SAME/EAS, what should be used when a more specific alert isn't
available in the legacy channel?
