This is why I've been working with FEMA and the cellular industry standards organization, ATIS, to back out of the reliance of EAS event codes in WEA.  They really aren't germane to WEA and they lead to a great deal of confusion.

The deeper problem, of course, is that the SAME event code list is a hot mess, jumbling hazard types, protective action recommendations and administrative categories (what the heck is a "civil emergency warning." anyway?)  The event codes have piled up over the years with new additions usually driven by a political impulse... and the result is rife with ambiguities, overlaps and gaps.

As long as we continue using SAME for EAS I don't expect that situation to improve, but at least we can resist the temptation to let the craziness spread into other systems.

As for the single overarching message... the challenge there is that in home-rule states the "overarching" levels of government are accustomed to showing great deference to the local jurisdictions in a lot of areas, frequently including public alerting.

Why not use the TOE (911 Telephone Outage Emergency) EAS code, since
that is TOE's purpose?  Or CEM (Civil Emergency Message) for legacy EAS
compatibility?

But the alerting problem, which also occured during a previous Intrado
multi-state outage, there are many overlapping PSAP jurisdictions with
different phone numbers.  It tends to generate a lot of public alerts, and
public complaints, when multiple jurisdictions start sending their own
alert messages.

Instead of doing it city-by-city or county-by-county; to reduce the
number of individual alerts, PSAPs may need to coordinate a combined,
joint message for a broad area.
