[EAS] Another bad message going through IPAWS CAP.

Several more observations:

(1) cudos to Al for a straightforward update on what happened.  It did not
go out on WEA, but was available on the EAS feed (BUT the message had an
invalid digital signature).

(2) digital signature inspection should always be enabled on EAS devices.  

(3) software updates should be applied to EAS devices in a timely manner to
ensure the most current digital certificates and security updates are
installed.

(4) I also like the idea of 60-day advanced notice for unplanned/accidental
transmissions :^)

All in all a minor thing, but several useful learning opportunities.
