[EAS] Another bad message going through IPAWS CAP.

Several errors on this a CEM that just went out today in Alexandria VA.
Clearly it was a test message sent by mistake, given the message ID and
other badly formatted content.  But a useful learning opportunity about how
IPAWS "blockchannel" works.  

 

The CAP instruction and description said "this is just a test" but the WEA
text said "WEA Text: Severe Thunderstorm Warning in this area contact
http://www.google.com."

 

I reviewed the XML of the CAP CEM as received on a DASDEC.  The CAP message
had a blockchannel was enabled for "public." I'd guess that the sender did
not realize that they may need to blockchannel "EAS", "CMAS" and "NWEM" as
well.   

 

Blocking "public" is not an override over the other IPAWS distribution
channels - it doesn't also block EAS and WEA dissemination.  "Public"
blockchannel just blocks makes a message unavailable on the IPAWS "public
feed."  The message may still be made available for broadcast and WEA
dissemination.

 

Anyone in Alexandria know if this was received as a WEA (CAP certainty  and
severity were set at the highest levels)?  Or was this filtered out because
it contained a hyperlink in the WEA text (which isn't supposed to be allowed
yet).
