Maybe the NOAA definitions aren't "rigorous," but they were promulgated by a
federal agency and they're what we have.  I'd say that's much more solid
than folklore.

As someone previously pointed out here, training is key.  I think an
essential step for EMs, PSAPs, and police agencies is to READ the
definitions.
