The whole situation with the event code definitions points up beautifully the reason why the founding fathers understood that government could do things the private sector could not easily handle, but could never do things efficiently, thus limited what they could do to the things that government can uniquely do. Now, today, we have way overstepped these limits, and we are experiencing the direct result. NOAA defines what FEMA should be defining, and the FCC is expected to make it work. Its like fitting a square peg into a round hole using a triangular tool. Its really good to see these various agencies recognizing this problem and trying to do something about it. Lets hope that-- someday-- these folks can somehow struggle out of the noose of "the government way" and come up with something that works, and is beneficial to the public without being a burden. That is why it is great to see all the different viewpoints expressed by everyone here.

That said, referencing my previous comments, sometimes, it's the volunteer organizations who are the only ones that can make something work. And the better volunteer organizations aren't afraid to do some heavy lifting. Without the heavy load of bureaucracy, I suspect one good volunteer is equal to five government employees. (This is not to say that government employees don't have a heart to serve. Many genuinely do (and a troublesome few don't.))
