[EAS] FCC BLU Alert Proposal

Part of this issue may reside in the scope of the various Federal agencies' authorities.  The FCC, for example, administers and regulates according to part 11 regulations, which pertains to what broadcast and cable operators must do.  

However, the activities of emergency managers are outside the jurisdiction of the FCC.  So while the FCC has defined the existence of EAS event codes, they are pethaps not able to tell the message originators how to use them. 

Although the missing link may be the role of SECC's in including event code usage in their respective State EAS plans.

So it sounds like the event code definitions are really more at the level of folklore than of rigorous definition.  Which is a problem, but IMHO it's at the deckchair-rearrangement level.
